The Community Board has been self managing Bayview since the first of September 2025. This has reduced operating costs and given the homeowners greater say over how the Community’s affairs are handled. It is time to create the operating budget for 2027, which will determine what each homeowner’s assessment will be. It is the Board’s job to decide how our Community is run, however, it has decided to get homeowner input on whether to continue to be self managed or to contract with a third party management company. We are all conscious of the rising costs that affect our household budgets and this decision will not only determine how we are managed, but how much each homeowner will have to pay. The members of the Board are willing to continue to directly manage the Community’s affairs, and the President is prepared to continue to conduct the Community’s administrative day to day tasks, for which he receives $400 per month. Being self managed is only workable if the homeowners are working together with the members of the Board. The Board members have given many hours of their time and talents to the Community. Several homeowners have taken to social media to undermine the work of the Board. This is the homeowners’ chance to have their voice heard about what kind of Community they want to have. The Community Board will abide by the majority decision of the homeowners.
Once you have considered the facts and made your choice, please go to our website, Bayviewestateshdg.com, sign into your profile at the top right corner of the homepage and click the vote now button. The ballot will come onto the screen for you to make your selection. This is the same process that was used for the recent Bayview election. The ballot will remain active until the last day of the month, 31 July and the results will be announced at 5 pm on 31 July. If you would prefer to cast your ballot in hard copy, please respond to this email and a paper ballot will be sent to you with a pre addressed envelope enclosed. Only those in good standing may cast a ballot. We hope that everyone in Bayview will take a few minutes to have their voices heard.

Bayview Estates is a self managed community, run day to day by the President overseen by the Community Board. This option gives the Board control over how our funds are spent and keeps costs as low as possible. Home transfer fees are kept by the Community to cover special events like the Halloween Party and Easter Egg Hunt. The estimated assessment for 2027 will be about $244 with a 15% increase in the reserve study’s proposed reserve fund contribution due to higher capital costs. However, in order to continue as a self managed community, the Community Board must have the support of the homeowners.

The Community Board has gotten several estimates from third party management companies, Tidewater Management and MRA Management, to take over running the Community and the Board’s role would be purely oversight. The 2027 assessment would be approximately $381, about $140 more than being self managed. Home transfer fee income would go to the management company and the Community would no longer have the funds to hold special events. Architectural change requests would include a $75 fee to be processed by the management company, where they are currently free.

6 foot fences are now allowed in BaYVIEW!
The Community Board voted to accept the petition by 60% of the homeowners to amend the CCR's to allow 6 foot fences. No other changes were made to our fence rules.

Reminder-the community and the City of Havre de Grace require all dog walkers to have their pets on a leash when walking their pets on a public sidewalk. This is a family neighborhood and even well trained dogs can react aggressively around unfamiliar people.
